The Manitoba Provincial Nominee Program (MPNP) launched a new draw under its Expression of Entry (EOI) system. This latest MPNP Draw has invited a total of 540 candidates from different skilled worker programs, to apply for permanent residency in Canada. All the Letters of Advice to Apply (LAAs) were issued to candidates who were found eligible under the provisions of the latest Manitoba Provincial Nominee Program. The draw’s ranking-score of the lowest ranking candidate was 604, and continued to rise up till 774.
This latest Manitoba Provincial Nominee Program (MPNP) Draw was conducted on the 13th of July, 2023, targeting the following mentioned groups:
- Occupation-Specific Selection.
- All Occupations.
- International Education Stream.
- Skilled Worker Overseas.
Who was invited under the latest MPNP Draw?
With regard to the ongoing labor shortage in the province of Manitoba, the provincial government has decided to invite skilled workers under the provisions of the latest MPNP Draw under the Expression of Interest (EOI) system. This decision signifies a conscious attempt of the government to invite prospective immigrants to the country, who are capable of bolstering the Canadian economy, thereby contributing to economic prosperity and upswing.
Under the provisions of this draw, a total of 540 candidates had been invited from four major groups, as described below:
- Occupation-Specific Selection:
Based on the official data released by Statistics Canada, those profiles indicating current employment in the province of Manitoba in occupations which expressed a high demand for labor, were taken into consideration.

This particular draw invited candidates from the below-mentioned major and sub-major groups of the National Occupation Classification (NOC) 2021:
- 3- Health occupations
- 10- Specialized middle management occupations in administrative services, financial and business services and communication (except broadcasting)
- 14- Administrative and financial support and supply chain logistics occupations
- 75- Helpers and laborers and other transport drivers, operators and laborers
- All Occupations.
Under this group, all the occupations which were not nominated under the occupation-specific selection, were taken into consideration.

Ranking score of lowest ranked candidate invited: 661
- International Education Stream.
All profiles which were eligible under the provisions of the International Education Stream, were taken into consideration.
Number of Letters of Advice to Apply: 57
- Skilled Worker Overseas.
Under this group, all profiles which mentioned receiving direct invitation by the MPNP Draw under a Strategic Recruitment Initiative, were taken into consideration.
Number of Letters of Advice to Apply: 41
Ranking score of lowest ranking candidate: 774
Out of a sum total of 540 Letters of Advice to Apply issued under this draw, 77 were sent out to candidates declaring a valid Express Entry profile number and job seeker validation code.
What to do after receiving the LAAs?
After receiving the LAA, all the eligible candidates can log in to their respective accounts to get access to the complete MPNP application. Every candidate is allowed 60 days to fill out the application form and submit it to the authorities.
After the complete submission of the duly filled application form, and the successful payment of the application fee, the candidates must log in to their accounts to keep a track of the following:
- Status of the application.
- Updating contact information (if any).
- Updating/changing marital status.
- Add dependents such as spouse or children (if any).
- Upload additional supporting documents (if required).
What are the Manitoba PNP Draws?
Regular drawings are held under the Manitoba Provincial Nominee Programme (MPNP), during which qualified and eligible candidates who have filed an Expression of Interest (EOI) and meet the requirements are invited to submit an application for permanent residency in Canada.
It is difficult to ascertain when the Manitoba PNP draw will be launched, because neither the date nor the results of the forthcoming drawings are known. These draws, therefore, may occur more frequently or less frequently depending on the state of the current labor market in the province and other related factors.
Who can apply for the Manitoba PNP?
Candidates who wish to apply for the Manitoba PNP programs must fulfill the below-mentioned eligibility criteria, to qualify for the draws:
- All interested candidates must meet the language requirement criteria.
- Interested candidates applying for the program must hold a degree, diploma, or certificate.
- Candidates are required to provide evidence of the financial stability that is necessary for settlement abroad.
- Each candidate must possess a valid work permit or a post-graduation work permit issued by Immigration, Refugees and Citizenship Canada (IRCC).
- Candidates applying for the program must score a minimum of at least 60 points out of a possible 100 in the scoring grid.
- All candidates are required to indicate their intent to establish a business or live and work in Manitoba.
