MANITOBA PROVINCIAL NOMINEE PROGRAM (MPNP)

WHAT IS MANITOBA PNP (MPNP)?  

MPNP (Manitoba Provincial Nominee Program) was Canada’s first Provincial Nominee Program. This program enables Manitoba’s government to hire skilled workers to meet the economic and labour market demand of the Manitoba province. Skilled immigrants can use this program to secure a Canada Permanent Residency Visa.

Immigration Refugees and Citizenship Canada (IRCC) launched the Provincial Nominee Program (PNP) to allow all provincial Canadian governments to nominate immigrants they require for their province or territory to fulfil their labour market needs. Applicants who want Canadian Permanent Residency can apply for visas through various PNP programs per their requirements.

WHO CAN APPLY FOR MANITOBA PNP (MPNP)?

WHAT ARE THE TYPES OF MANITOBA PROVINCIAL NOMINEE PROGRAM (MPNP)?   

If you want to immigrate to Manitoba, then you have four options to select from, which are mentioned below:  

Skilled Worker in Manitoba  

Qualified provisional overseas workers and international graduate students who are currently employed in the Manitoba Province are eligible to apply for the Manitoba Skilled Worker Stream.   

The MPNP Skilled Worker in Manitoba category encompasses 2 immigration streams which are mentioned below: 

(i) Manitoba Work Experience Pathway 

Manitoba Work Experience Pathway is for individuals who are currently living and working in the province of Manitoba on a temporary Canadian work permit. It includes skilled workers and fresh graduates who are willing to settle in Manitoba.  

Eligibility Requirements: – 

  • Applicants need to have a valid job offer 
  • Meet the required language proficiency (IELTS, CELPIP score) 
  • Must have at least 6 months to 1-year work experience (Depend on NOC skill level) 
  • Display an intent to live and work in Manitoba 

(ii) Employer Direct Recruitment Pathway 

To be eligible for this pathway, you must be interviewed by MPNP representatives and Manitoba employers. These interviews take place outside of Canada. Before you pursue to apply under this program you need to have an Invitation to Apply from IRCC.  

Eligibility Requirements: –    

  • Applicant must have at least 2 years of work experience   
  • Need to have a full-time job offer from your current employer  
  • Language proficiency is mandatory (IELTS test, TEF test, and CELPIP Test
  • Must be academically qualified for the position you are applying for  
  • Display an intent to live and work in Manitoba 

Skilled Worker Overseas Stream  

A foreign qualified skilled worker who is currently living outside Canada but can establish a genuine and strong connection to Manitoba can apply for a permanent resident visa under this category. A skilled worker who is currently living in Manitoba can also apply for PR under this category.  

The Skilled Worker Overseas Program contains 2 Manitoba immigration programs or streams which are mentioned below: 

(i) Manitoba Express Entry Pathway 

Manitoba Express Entry Program is for overseas applicants who have skills and work experience outside Canada with an active Federal Express Entry Profile, and they are eligible or capable of making an important contribution in the economy of Manitoba.  

Eligibility Requirement:  

  • Applicants have to score at least 60 points out of 100 on the points assessment grid 
  • Need to have a connection to the province through family relatives or friends, education in Manitoba, and prior work experience in the province.  
  • Meet the required language proficiency (IELTS score, CELPIP score) 
  • Must have job experience in Manitoba occupation In-Demand

(ii) Manitoba Human Capital Pathway 

The Manitoba Human Capital Pathway seeks out overseas workers with training and skills in one of the province’s in-demand professions and more importantly, they have the potential to contribute significantly to Manitoba’s labour force for a long period of time. 

MPNP Program Eligibility Requirements: 

  • Before applying for a PR visa Under this stream applicants should be above 18 years.  
  • Must have job experience in an In-Demand occupation 
  • Meet the required language proficiency (IELTS and CELPIP) 
  • Must have a complete career plan 
  • Need to have a connection to the province through family relatives or friends, education in Manitoba, and prior work experience in the province.   

Manitoba Business Investor Stream  

Manitoba Business Investor Stream is for those entrepreneurs and investors who have a desire to start a new organization in Manitoba and provide an important contribution to the economy of the province.  


Manitoba Business Investor Stream consists of two pathways, which are mentioned below, 

(i) Farm Investor Pathway 

This pathway is for foreign individuals, who have experience in operating and managing a farm business and who have a desire to immigrate to Manitoba with the purpose of establishing and operating a farm there.  

Eligibility Requirements: 

  • Must have proficiency in English or French languages. 
  • Applicants have to start or establish a farming business in the province 
  • Applicants have to submit a farm business plan 
  • Applicants must have at least 3 years of farm ownership or farm management experience. 
  • Conduct a farm business research visit to Manitoba 
  • Must invest a minimum of $300,000 CAD 
  • Applicant’s Net Worth should be a minimum of $500,000 CAD. 

(ii) Manitoba Entrepreneur Pathway 

Manitoba Entrepreneur Pathway permits the provincial government to nominate and recruit overseas business owners, entrepreneurs, and investors to immigrate to Canada province of Manitoba. Applicants must be willing or able to establish a new business or purchase an existing business, or become a co-owner of an existing business. 

Eligibility Requirements: 

  • Applicants should have at least 3 years of experience as a business owner, or senior management.  
  • Language Proficiency is mandatory  
  • Applicants have to invest at least CAD $250,000  
  • The business started by you should generate at least one job for citizens of Canada or a permanent resident.  
  • Applicants have to submit a business plan  
  • Entrepreneur/investor must have a net worth of at least CAD $500,000 

International Education Stream  

This stream targets overseas students who have completed their graduation from a reputed and recognized post-secondary education institution in Manitoba and the student has a desire to settle in Manitoba as a permanent resident.  

International Education Stream (IES)consists of three pathways, 

(i) Career Employment Pathway 

The Manitoba Career Employment Pathway is for overseas students who recently completed their graduation from a post-Secondary educational institute in Manitoba, and with that, also working in a Manitoba occupation in-demand.

Manitoba PNP Requirements: 

  • Have completed at least (one year/two semesters) at a Manitoba post-secondary institution within the past three years. 
  • Must meet the minimum language requirements (IELTS score, TCF score, TEF Score
  • Must have a full-time permanent job offer from Manitoba  
  • Applicants need to have settlement funds (if don’t have a job offer) 
  • At the time of application, you must live in Manitoba. 

(ii) Graduate Internship Pathway 

The Graduate Internship Pathway is for overseas graduates who have completed a master’s or doctoral degree from Manitoba in the last three years, and who have successfully completed an Accelerate or Elevate internship with Mitacs, a company that collaborates with the province of Manitoba to assist in providing internships to foreign graduates. 

MPNP Program Eligibility Requirements: 

  • Applicants should have a Master’s or Ph.D. degree from Manitoba in the last 3 years. 
  • Proficiency in English or French language is required.
  • Applicants must be residing or living in Manitoba at the time of application. 
  • Must have completed an Accelerate or Elevate internship with Mitacs 

(iii) International Student Entrepreneur Pathway 

This pathway targets overseas individuals who have recently finished their graduation from a post-Secondary institution in Manitoba. Applicants also possess a minimum of six months of experience in managing and owning a business in the province of Manitoba. 

Manitoba PNP Eligibility Requirements:  

  • Applicant has to meet language proficiency of Canadian Language Benchmark (CLB) 7 
  • Applicants must be between 21 to 35 years old. 
  • Settlement funds are required 
  • Applicants have to submit a business plan 
  • Applicants must own a minimum of 51 percent of your business 
  • Applicants have to show intention to settle in Manitoba 
  • Must be living in Manitoba Since graduation 

HOW TO APPLY FOR THE MANITOBA PROVINCIAL NOMINEE PROGRAM (MPNP)?  

You can apply for Manitoba Provincial Nominee Program in a few easy steps which are mentioned below: –

Check your eligibility  

Step 2
Submit an Expression of Interest (EOI).  

Step 3
After submitting EOI you will enter in Express Entry pool  

Step 4
Your profile will be evaluated on the MPNP (EOI ranking points grid)  

Step 5
After the evaluation of profiles applicants will receive EOI ranking points  

Step 6
If you get the highest-scoring Expression of Interest (EOI), then you will get an allotted Letter of Advice to Apply (LAA).  

Step 7
Once you receive LAA, submit the application within the next 60 days.  

Step 8
After the submission of the application, wait for the Provincial Nomination  

Step 9
Apply for the PR visa to Immigration, Refugees and Citizenship, Canada (IRCC) 

Step 10
Must submit applications within 180 days of nomination.  

Step 11
Once you get the PR status, inform the MPNP.  

WHAT IS THE COST OF APPLYING TO THE MANITOBA PROVINCIAL NOMINEE PROGRAM (MPNP)?  

Manitoba PNP fees rely on the stream applicants want to apply. You should know that the PNP Program Manitoba application fees are non-refundable. Applicants only have to pay Manitoba PNP fees if they receive an LAAs (Letter of Advice to Apply).

ABOUT COMPREHENSIVE RANKING SYSTEM (CRS)  

Comprehensive Ranking System (CRS) Calculator is the points-based system used to access and score applicants profiles and scrutinise applications on the basis of ranking in the express entry pool. There are a total of 1200 points in the CRS Calculator.  

If the applicant has received a nomination by any Canadian province, he will get a 600 additional CRS score, which will increase his chance to receive an Invitation to Apply (ITA) for Canada permanent residence visa in the next Express Entry draws.
