On August 10, 2023, the Manitoba Provincial Nominee Program hosted a new MPNP Draw with a focus on skilled workers from several streams, including the Skilled Worker and International Education Streams. A total of 615 Letters of Advice to Apply were issued to eligible candidates under various Streams. Each stream included in the Manitoba PNP Draw has a different requirement of minimum Comprehensive Ranking System Points.

Out of the 615 recommendation letters for this draw, 43 were given to applicants who provided a valid express entry profile number and job seeker validation code.

Letter of Advice to Apply in Manitoba
A Letter of Advice to Apply is an acknowledgment of your expression of interest in getting permanent residency in Manitoba. You can go into your account and access the whole MPNP application once you get a Letter of Advice to Apply (LAA).
After receiving your LAA, you will have 60 days to submit a complete application.

International Education Stream
International graduates from specific Manitoba post-secondary institutions have a quicker route to nomination thanks to the International Education Stream (IES).
There are three routes to take:
- International Student Entrepreneur Pilot (ISEP)
- Graduate Internship Pathway
- Career Employment Pathway.
This stream does not accept international graduates from other Canadian provinces, although the pathway for skilled workers in Manitoba may allow them.
Skilled Worker in Manitoba
The Skilled Worker in Manitoba (SWM) pathway has been designed for candidates with a strong connection to Manitoba through ongoing employment and sufficient knowledge of its official languages. They should also possess the necessary skills, education, training, work experience, and work history to make an immediate and sustainable contribution to the Manitoba economy and community.
Skilled Worker Overseas
The Skilled Worker Overseas (SWO) pathway is a part of the Skilled Worker Program and recommends candidates who can prove they have a solid link to Manitoba by family or friend support, prior education or employment in the province, an invitation to apply received directly from the MPNP as part of a Strategic Recruitment Initiative, or any combination of these factors.
